30 марта 2015 года вступил в силу первый из пакета документов, стимулирующих деловую активность на Дальнем Востоке, — закон о территориях опережающего развития (ТОРах). Никогда раньше округ не получал от государства столько послаблений для ведения бизнеса, призванных обеспечить ускоренное социально-экономическое развитие макрорегиона за счет масштабных инвестиций и интеграции России в экономическое пространство АТР. В других регионах государство разрешит создавать такие площадки не ранее 2018 года, а пока у дальневосточников есть фора, они спешат ею воспользоваться. В Приморье за год с небольшим создано три ТОРа, в процессе подготовки — старт еще нескольких. 14 резидентов приступили к работе над проектами, из них один запустил производство, сообщает «Приморская газета».
Преимущества географического положения позволяют Приморью больше зарабатывать на транспортно-логистических услугах и вносить существенно больший вклад в ВРП вместо нынешних 18 %. Этому мешает неразвитость инфраструктуры, и бизнес давно инициирует необходимые проекты, но старт их отодвигался до более благоприятной экономической ситуации. Предоставленные льготы дали шанс на их реализацию. И в первых рядах в ТОР «Надеждинская» пришла компания «Инком ДВ Лоджистик» с проектом строительства Южного приморского терминала (создание транспортно-логистического комплекса, перевалка контейнеров).
ТОР «Надеждинская»

Инвестор хочет использовать все преимущества площадки от близости портов и аэропорта, железной и автомобильной дорог, погранпереходов в КНР и КНДР, что позволит существенно сократить сроки доставки грузов через порты Дальнего Востока, а в совокупности с особым таможенным и налоговым режимами — сформировать транспортный хаб, считают в компании. На первом этапе намечено реализовать его до конца 2017 года, «сухой порт» сможет обрабатывать 300 тысяч TEU в год, а к 2020 году выйти на проектную мощность — 900 тысяч TEU и 1,43 млн тонн генеральных грузов. Общая стоимость проекта — 8,5 млрд рублей.
Сюда также пришли два резидента–пищевика: новое производство создает «Приморский кондитер», а «Невада-Восток», владеющая сетью супермаркетов в Приморском и Хабаровском краях, — производство полуфабрикатов и свой логистический комплекс.
— Здесь будут мясо- и рыбопереработка, выпечка хлеба, овощехранилище и обычные сухие склады, — сообщил президент группы компаний «Невада» Юрий Егоров. — Мы планируем выпускать готовую продукцию на высокотехнологичном оборудовании, что снизит издержки на 4–5 % (сейчас полуфабрикаты готовят в каждом гипермаркете). Рассчитываем окупить вложенные затраты за пять лет. Первый резидент уже запустил здесь производство ПЭТ-преформ и полимерных крышек, их используют для выпуска бутылок для воды, соков, молока и других продуктов. У группы «Европласт» — восемь таких заводов по стране. В приморский проект инвестировано более 350 млн рублей. После выхода на проектную мощность выпуск ПЭТ-преформ составит почти 500 млн штук в год, полимерных крышек — около 300 млн. В дальнейших планах — расширение ассортимента полимерной продукции, в том числе выпуск шприцев.
В ТОР началось формирование комплекса по производству стройматериалов. В Корпорацию развития Дальнего Востока поступило семь заявок, появились и первые резиденты. Компания «РЕВ-СтройПром» налаживает выпуск закаленного и нелинейного стекла, светопрозрачных конструкций из него, рассчитывая стать лидером в этом секторе на дальневосточном рынке. «Инноватика» займется выпуском фасадных панелей по технологии вибролитого бетона.
Сбор и утилизацию отходов, переработку вторсырья, ликвидацию последствий загрязнений и прочие услуги по удалению отходов взяла на себя «ЭкоСтар Фэктори».
К 2022 году резидент ТОР построит семь свинокомплексов на 540 тысяч голов в год
ТОР «Михайловский»

Якорные резиденты ТОР — «Мерси Трейд» и «Приморский бекон» (управляющая компания — «Мерси Инвест Групп»). Инвестиционная группа занимается агробизнесом в Приморье около пяти лет, ею создано более 10 предприятий в сфере животноводства, растениеводства, производства кормов. Расширение бизнеса идет в рамках ТОР: запущен один свинокомплекс на 39 тысяч голов, скоро будет сдан второй (на 83 тысячи голов, первый забой ожидается осенью). К 2022 году здесь будет уже семь комплексов на 540 тысяч голов в год, предприятия по глубокой переработке мяса, элеватор мощностью хранения 45 тысяч тонн зерна и комбикормовый завод.
Полная стоимость проекта — 20,3 млрд рублей. Для обслуживания масштабного агропроизводства потребуется около 1 200 человек.
Второй якорный резидент, холдинг «Русагро», тоже начал строить два из девяти запланированных свинокомплексов производительностью свыше 79 тысяч тонн мяса в год, бойни, комбикормовый завод и элеватор на 120 тысяч тонн зерна. Стоимость проекта — 22 млрд рублей.
Комбинат по переработке сои мощностью переработки три тысячи тонн бобов в сутки строит агрохолдинг «Юг Руси». Первая продукция — соевое масло, соевый изолят, шрот, лецитин — ожидается через год. Партнеры по проекту — Внешэкономбанк и «Китайская корпорация инжиниринга САМС», размер инвестиций — около 12 млрд рублей.
«Черниговский агрохолдинг» вложит почти 370 млн рублей в строительство элеватора на 20 тысяч тонн зерна. Соглашение об инвестициях подписали на Восточном экономическом форуме администрация Приморья и камчатский холдинг «Агротек».

ТОР «Большой Камень»
Расположение: город Большой Камень

В приморском городе Большой Камень с 2009 года создается одна из самых современных в России верфей для крупнотоннажного судостроения. Участники проекта — НК «Роснефть», Газпромбанк и дочернее предприятие ОАО «Объединенная судостроительная корпорация» — Дальневосточный центр судостроения и судоремонта. Поэтому немудрено, что у ТОР «Большой Камень» — судостроительная специализация. Строить среднетоннажные суда на индустриальной площадке начнут уже в этом году, с запуском первой очереди проекта.
На 2019 год запланирована сдача четырех судов снабжения и двух судов–складов ледокольного класса. Параллельно идет подготовка к запуску второй и третьей очереди, на полную мощность верфь выйдет в 2024 году, тогда здесь будут выпускать суда водоизмещением до 350 тысяч тонн, в том числе ледового класса, элементы морских платформ и другие виды морской техники.
ТОРЫ в разработке
Научную и туристско-рекреационную ТОР планируют создать на Русском острове во Владивостоке.
Сейчас идет работа над формированием концепции и с резидентами. Так, ученые давно предлагают организовать здесь морской биотехнопарк. На первом Восточном экономическом форуме было подписано соглашение между Минвостокразвития, краевыми властями и группой компаний Wen Lian Aquaculture, Co., Ltd (КНР) с 30-летним опытом выращивания аквакультуры. Инвестор ждет решения о создании ТОР, уже создана совместная компания для управления проектом. На первом этапе инвестиции составят 15 млрд, в дальнейшем — до 100 млрд рублей. Кроме того, в рамках ТОР будут созданы Центр ядерной медицины, Дальневосточный центр лазерных технологий и др. Есть потенциальные резиденты, в том числе иностранные, готовые создавать на Русском парки развлечений, аквапарк, зоны пляжного отдыха, гольф-поля и инфраструктуру для зимнего отдыха.
Кроме того, в Приморье планируют создать в режиме ТОР нефтехимический кластер на базе Восточного нефтехимического комплекса. Подготовка к его строительству уже идет.

PDA-powered economy of Primorye
First projects commencing in Priority Development Areas
March 30, 2015 saw the Priority Development Area Act – the first set of regulations aimed at stimulating business activity in the Russian Far East – take effect. It is unprecedented for the government to grant regional businesses so many benefits intended to drive – with the help of large-scale investments – social and economic development of the macroregion and Russia’s integration into Asia-Pacific economic space. Other regions will be granted similar privileges no sooner than 2018 – for now, the Russian Far East gets a head start, the locals taking advantage of the opportunity. Within a little over 1 year, three PDAs have been established in Primorye, with more underway. Fourteen investors have begun setting up their projects, with one of them having already commenced manufacturing.
Thanks to advantages provided by Primorye’s geographical location, the region can earn more on transport and logistics services, making a much heftier addition to the gross regional product than the current 18%. Lack of infrastructure development stands in the way of further growth, and while businesses have been known to initiate relevant projects before, their implementation was being put off time after time in anticipation of favorable economic conditions. Preferences provided by new legislation offer a chance to realize the abovementioned initiatives. Among the first to enter PDA Nadezhdinskaya was Incom DV Logistic with a project to construct Southern Primorye Terminal (a transport and logistics complex specializing in container transfer).
Nadezhdinskaya PDA

The investor is planning to take advantage of the proximity of ports, the airport, railway, motorway and border crossing points (BCP) with China and North Korea, which allows to reduce cargo delivery time through Far Eastern ports. The investor believes that in conjunction with preferential customs regulations and taxation, this will help create a transport hub. Stage one of development is expected to be completed by the end of 2017, at which point the dry port will be capable of processing 300,000 TEU per annum. By 2020, the facility will reach its full capacity of 900,000 TEU p.a. and 1.43 million tons of general cargos. The project’s estimated total investments amount to RUB 8.5 billion.
Among other investors are two food producers. A new manufacturing facility is being set up by Primorsky Konditer, while Nevada-Vostok (the operator of a supermarket chain in the Primorsky and Khabarovsky regions) are setting up a processed food manufacturing plant and a logistics center.
“We will have a fish and meat processing plant here, a bread making facility, as well as vegetable storage and general dry stores,” Yuri Egorov, president of Nevada Group said. “The idea is to manufacture processed foods using high-tech equipment, allowing to reduce expenses by 4-5% (most large supermarkets produce their own processed foods). We expect to recover the invested capital within 5 years.”
One of the investors has commenced manufacturing PET preforms and polymer bottle caps, further used to make packaging for water, juices, milk and other goods. Europlast Group currently has eight manufacturing plants of the kind all across Russia. The investments in the project in Primorye amount to over RUB 350 million. Upon reaching full capacity, the plant will be manufacturing nearly 500 million PET preforms and 300 million polymer bottle caps per annum. Further plans are for product line expansion, including, but not limited to, production of syringes.
Construction material production lines are now being set up in Nadezhdiskaya PDA. The Far East Development Corporation has received seven applications, and some of the investors have already begun setting up the works. REV-StroyProm are working on a tempered glass and triplex glass manufacturing facility, and an assembly line for translucent structures. The company is expecting these new production capabilities to make them the industry’s leader in the region. Meanwhile, Innovatika will be producing precast concrete façade panels and EcoStar Factory will be responsible for waste removal, as well as processing, contamination cleanup and other waste removal services.
Mikhailovsky PDA

The PDA’s anchor investors are Mercy Trade and Primorsky Bekon (Mercy Invest Group holding company). The holding company has been operating agricultural businesses in Primorye for about 5 years now, during this time setting up more than ten manufacturing facilities engaged in husbandry, crop farming and fodder production. The company is planning to further expand through the PDA: one 39,000-animal unit (AU) pig-breeding complex, a second one to be commissioned soon (this one holding 83,000 AU, first butchering to be performed in early autumn). By 2022, seven facilities holding 540,000 AU per annum will have been built here, as well as advanced meat processing facilities, a grain elevator designed to store 45 thousand tons of grain, and a compound animal feed manufacturing plant.
The total project cost is RUB 20.3 billion. Twelve hundred people will be required to maintain such a large agricultural complex.
Another anchor investor is Rusagro holding, which has commenced construction of two out of nine pig-breeding complexes planned to be built, with a total output of 79,000 tons of meat per annum. The holding also intends to build butcheries, a compound animal feed manufacturing plant and a grain elevator with a capacity of 120,000 tons of grain. The overall project cost is RUB 22 billion.
Yug Rusi agroholding is building a soybean processing plant with a processing capacity of 3,000 tons of soybeans per day. First product samples, including soybean oil, soybean isolates, oil seed meal, and lecithin will be available in a year’s time. The agroholding is partnered with Vneshekonombank and China CAMC Engineering Co., LTD. Required investments amount to RUB 12 billion.
Chernigovsky Agroholding will invest almost RUB 370 billion into construction of a grain elevator with a capacity of 20,000 tons of grain. The investment agreement was signed at the Eastern Economic Forum by Primorye regional government and Agrotek holding from Kamchatka.
Bolshoy Kamen PDA

Since 2009, the construction of one of the most advanced capsize ship building wharfs has been underway. The project participants are as follows: Rosneft, Gazprombank and the Far Eastern Shipbuilding and Ship Repair Center, a subsidiary of the United Shipbuilding Corporation. So, it comes as no surprise that the Bolshoy Kamen PDA is focused on shipbuilding. Construction of medium range vessels will commence this year, with the commissioning of the project’s first phase.
By 2019, four supply vessels and two icebreaker vessels are expected to be completed. At the same time, preparation for the second and third phase is in progress, with the wharf expected to reach full capacity in 2024. At that point, the wharf will be capable of manufacturing vessels displacing up to 350,000 tons, including icebreakers, as well as parts of offshore platforms and other marine equipment.
Further PDA plans
A PDA specializing in tourism and science is planned on Russkiy Island in Vladivostok.
Currently, the list of investors and the PDA’s concept are being developed. For example, scientists have been proposing to set up a marine biology and technology research cluster. At the first Eastern Economic Forum, a treaty was signed between the Ministry for the Development of the Russian Far East, the regional government and Wen Lian Aquaculture, Co., Ltd (PRC), a company with 30 years of experience in the field of aquaculture cultivation. The investor is waiting for the new PDA to be put into place officially. A joint management company has already been set up to oversee the project. First stage investment will amount to RUB 15 billion, further investment is expected to go as high as RUB 100 billion. Among other projects planned for the new PDA are a nuclear medicine center and a Far Eastern center of laser technology. There are potential investors, including overseas businesses, willing to build amusement parks, water parks, beaches, golf courses and winter recreational infrastructure.
Another PDA in the works is a petrochemical cluster based around the Eastern petrochemical complex, which is currently in its preliminary construction stage.
